There's many commercial airplanes flying by every few minutes and they all have different designs and markings on them.
This airplane is ready to land at Haneda airport, probably a couple of minutes from reaching the landing strip at the airport on the other side of the bay.

The beach is pretty much for hanging out on and enjoying the ocean, the water is not safe for swimming or playing around in, and the sign has a strange enforcer cat to make sure rules are obeyed.
You can take photos from any height as well as lower the camera near the water, I wasn't actually in the water so no need to worry.
There's many different types of ships going around that area, you can get great photos of them as they sail by at relatively slow speeds.
Many people went all the way to the tip of the beach which is narrow but you will closest to the water and be able to see the airport better from there as well.
There's many cats around the park area, this one is sitting calmly by while airplanes whiz overhead every couple of minutes.
As you can see from this photo the airplanes are relatively close to the ground, maybe only a couple of hundred meters up in the air while making their slow approach to the airport.
There's many couples of all ages that come to enjoy the relaxing view of the ocean, walk on the beach and stare into the horizon.
The beach is mainly small stones as well as some leftover pieces of wood and seashells, there's not much sand here at all.
Depending on what day you come you may see a lot of people taking photos with different types of cameras and set ups, it's a very good spot for amateur and professional photographers.
Because of the way the park is set up you can pretty much take photos of airplanes from any angles, don't worry the plane is not really that close to the railing.
The park has a lot of wild, untamed bushes which are teeming with insects, so be careful and always watch out if you plan to go near the trees.
I wonder if this spider was able to net that airplane, unfortunately it's only an optical illusion as the plane is a few hundred meters behind and away from the spider.
There's a lot of cats that live in this park or come here to relax, I saw at least 6 or more cats during my visit and I'm sure there's quite a few more.
You can take photos of ships from many angles and it's definitely worth it to hang out for a few hours and take some daytime as well as some sunset photos.
Some people bring their families, some people actually like to fish on the pier and some people bring their dogs, on the north end of the park there's two designated areas for dogs to play in and hang out with their owners.
